Heather was a newborn vampire in the Seattle newborn army who was only created by Victoria to get revenge on Edward by killing Bella because of Edward killing James. But she got killed in the confrontation with the Cullens and the shape-shifters.
She was first mentioned when Riley sent her and four other vampires out to hunt, the others included Fred, Warren, Logan and Jim.
