Alec is a member of the Volturi and is one of the highest ranked guards. He has a sister named Jane.
History
The Volturi had their eyes on Jane and Alec when they were human as potential people to change, but were waiting until they were older to change them. When frightened humans threatened to burn the twins at the stake, Aro was forced to change them while they were still young. Alec, along with Jane, has since become one of the Volturi's most valued guards.
Special Talents
Alec has an extremely powerful gift which is equally powerful as his twin Jane’s. He has the ability to cut off a person's senses. He can make them blind, deaf, and numb to any feeling if he wishes to. When he uses his gift, it appears in the form of a clear hazy mist.
When he attempted to use it on the Cullens and the vampires they had gathered as witnesses, Sam Uley's pack and Jacob Black's pack, the 'mist' slowly crawled towards the group. Upon hitting Bella's 'shield', it went around it, making Bella's shield look like a bubble of protection (which it was). Alec did not retract his 'mist' for the entire confrontation, constantly looking and probing for holes or weak spots in Bella's shield.
Physical description
Alec is nearly identical to Jane, with slightly darker hair and lips that aren’t as full.

New Moon
Alec was first introduced in New Moon when Bella and Alice went to Volterra to save Edward at the end of the book. He was not a major part of the story; speaking very little and not using his powers at all, but from the way people treated him, it was obvious he was important. He was simply introduced and stood in the area as the main action happened.
Eclipse
During Eclipse, Alec was not mentioned specifically by name but he might have been with his sister when she and some of the Volturi guard came to destroy the newborns.
Breaking Dawn
During Breaking Dawn, Alec has a slightly larger part than during the previous books. He appears along with all of the other Volturi Guard in support of Aro, Caius, and Marcus. Alec attempts to use his power, which is revealed for the first time, on the other vampires but is denied by Bella Cullen. Unlike his sister, Alec does not get angry and simply leave after Renesmee is proven not to be a problem.
Film Portrayal
Cameron Bright will portray Alec who is Jane's brother in the 2009 film, New Moon.
